A Dystopian Dispatch: AI Now Answers 911 Calls in New Orleans

The city of New Orleans has quietly crossed a terrifying technological threshold: AI is now answering 911 calls. On the surface, the municipal justification is wrapped in the sterile language of "efficiency." The system, running on software called Carbyne AI Emergency Call Triage, takes incoming calls as they arrive, processing each one in turn. The AI's stated purpose is to analyse and prioritise the calls, specifically acting as a filter for repetitive reports. If a multi-car pileup occurs, multiple people will inevitably phone in about the identical incident. The chatbot manages those repeated contacts, routing similar reports away from human dispatchers so the system can focus on shared incident details.

But beneath this thin veneer of civic optimisation lies a deeply sinister reality. Outsourcing the most critical lifeline a city offers to an unfeeling, opaque algorithm is a gateway to a dystopian nightmare. The entire operation relies heavily on Automatic Speech Recognition (ASR) systems, which convert spoken words into text so the AI can process them. The conversion step introduces catastrophic, potentially fatal issues.

Emergencies are not spoken in clear, monotone dictation. Callers are screaming. They are hyperventilating. They are whispering while hiding in closets from intruders. When call processing relies on a machine's ability to parse a choked gasp for help, accuracy matters. If the AI fails to transcribe the audio correctly, the emergency effectively ceases to exist in the system.

Worse still, ASR technology is notoriously flawed when it comes to certain groups that may have accents or speed problems such as lisps. If the AI cannot understand a caller because of systemic linguistic gaps in its training data, it is effectively hanging up on minorities in their darkest hour.

This leads directly to the issue of hidden biases. The AI analyses and prioritises incoming reports, but those hidden biases dictate who gets help first. The system applies its analysis across thousands of calls, incorporating whatever prejudices were baked into its code by the tech executives who built it. Does the algorithm deprioritise calls from historically high-crime zip codes, automatically classifying them as "lower urgency" based on predictive crime data? When callers reach the system with different reports, the AI processes them according to its design, a design that inherently lacks human empathy, nuance, or the ability to read the context of a terrified silence.

Then there is the profoundly sinister corporate angle: data harvesting and the monetisation of civic trauma. What happens to the audio recordings of these calls? The raw, unfiltered audio of citizens in their most vulnerable, terrified moments is being ingested by a machine learning model. Are private tech companies using the screams of New Orleans residents to train their next-generation audio algorithms? Is biometric voice data, stress markers or vocal tremors being logged, analysed, and stored for predictive policing or sold to third-party data brokers? This arrangement turns public tragedy and civic panic into private, proprietary training data, stripping individuals of their digital privacy at the very moment they are begging for their lives.

Furthermore, we must address the glaring security vulnerabilities of introducing large language models into emergency infrastructure. Cybersecurity researchers have already proven that AI voice systems are persistently vulnerable to outside attacks. It takes very little for malicious actors to "jailbreak" or manipulate these models. What happens when a coordinated cyberattack targets the AI triage system, flooding it with deepfaked voices or contradictory prompt injections that paralyze the city's dispatch capabilities?

Proponents of the system are quick to offer a defensive caveat: human 911 responders are still needed. They claim the AI operates strictly alongside the requirement for human involvement, providing a human element to address the full range of call demands. They argue that because human 911 responders remain essential to the response structure, the AI is merely a helpful assistant.

This is a dangerous illusion. When human operators are forced to work downstream from an AI, a psychological phenomenon known as "automation bias" takes over. Dispatchers, overworked and staring at a screen of AI-triaged calls, begin to blindly trust the machine's prioritisation. The human element is reduced to a rubber stamp for algorithmic cruelty. Calls still require human oversight, but that oversight is tainted the moment the AI decides what the human is allowed to see and in what order.

What happens when a victim can't directly say that they want help and may need to use code words such as pretending to order a meal? The AI will simply end the call and move on.

To put it plainly: this is simply fucking stupid and very unethical. It is something no one asked for, no one voted for, and no one surely wants other than tech giants who are buying politicians to do these unethical things.

The arrangement places a machine in the role of a first responder, treating human trauma as a mere data processing bottleneck. While the chatbot handles repetitive contacts about the same incident, the overall approach carries a distinctly dystopian characterization. Cash-strapped municipalities are outsourcing life-and-death decisions to unaccountable tech vendors.
